The "standard" is if the seller believes that calling 
something "collectible"
may increase the price -- sorta like a politician yelling 
"change! change!"
over and over, it doesn't mean good change but his listeners 
are not
wise enough to ask that question.

In this case "collectible" has measurable meaning because it 
is claimed
to be "the last" ever manufactured at the plant from stock 
parts.  It thus
has a unique and historic story for the owner to tell and 
retell.

Some people will pay extra for such a story, others merely 
want an
antenna that performs well, they will live so as to have 
their own
story to tell.  ;-)
