Wasn't me.  My point was the vacation of channel 2 by analog signals 
will affect very few.
The antenna issue is separate in the FCC came up with the antenna rule.  
I find I get digital stations much farther away than I receive the 
analog version.  For instance channels 6 and 23 are in Lansing about 70 
miles, line of sight (give or take a few miles).  Both have very poor 
analog signals that are not worth the effort to watch.  Both have HD and 
SD signals that are absolutely clear and sharp.

If you run power you might want to avoid the 100 - 108 (second harmonic) 
range on that log if there are close neighbors.  They may not be able to 
hear audio, but if their picture starts breaking up they will find the 
source sooner or later. <:-))

Still we need to tread carefully. That preempt won't prevent all HOAs, 
cities, towns, and neighbors from enforcing existing regs, restrictions, 
and laws, and covenants, or filing suits.   Cities and even states have 
been great at passing laws and regulations contrary to federal statutes 
and they stood until legally challenged.  Chicago tore up a nice airport 
contrary to federal law and without proper notice to the feds and only 
received what amounts to a slap on the wrist. It was bad enough the FAA 
has now changed the fine structure to an order of magnitude or more 
greater than before.
