The problem we have with any NGO's (non-government organization)
background checks around here is that a paper request gets submitted to
a state agency which keyboards it into their system. (Bureaucracies
accumulate misinformation. A kid with no driver's license gets arrested
for graffiti. Somewhere in the chain a clerk dutifully fills in all the
blanks. The record becomes linked to a licensee with a similar name.)
The check gets returned to the NGO. A volunteer clerk in the NGO
misunderstanding government jargon adds additional errors in keying the
information into the NGO's form. Now the NGO's form records a crippled
and diabetic 67 year old Kenmore lady who is just trying to volunteer at
a senior center as painting graffiti on top of a Spokane water tower
(400 miles away), driving her hotrod Chev 135 MPH down highway 9,
working for a terrorist training camp and burning churches (which she's
now in a mood to do).
