The Salvation Army has a good communications system,
you may want to check with them for needs.
I am not sure why there such resistance to background
checks, unless they are unnecessarily invasive.
What is the specific nature of, and limits to, the Red
Cross background check? It is merely a criminal system
check or something more.
There are many circumstances where confidentiality and
security clearance is required by Homeland Security
for which Red Cross responders *may* be the only approved
volunteer provider - it is important to know what are
the demands of Homeland Security.
Ham and other volunteers may need to choose what level
of response they desire and then may choices as to what
level of scrutiny they will bear to acquire that access.
It has always been a factor in access to certain facilities,
to high-level elected officials, and certain political
candidates - amplified in our current terrorist reality -
one with which we will have to live for generations to
come.
Striking a balance between unfettered freedom and the
demands of safety from terror if extremely difficult
and requires constant review and adjustment.
