   Not sure there is such a thing as minimum propagation conditions on 6.
Well, certainly there would seem to be.  The band varies so much from day to day, week to week, month to month, and year to year. Various things such as sun spots (number and duration), the cycle (and where we are in it) itself, and even weather can change the band conditions. 
    A weather front moving through can open up the band for 10 minutes to a part of the country you would not suspect. When the sunspot cycle its at its highest, that may be to another region of the world!  Had an opening for 10 minutes to KL7 in Sept 1996.  It wasn't the height of the sun sport cycle, either.  
    Six meters is like no other band.  It is part mystery and part fun. Of course fun is what you make of it.  As is can be frustrating, when you expect propagation and there is none.  But this is why it is known at the "Magic Band".  You never know for certain what you are going to find when you turn on the rig.  
     But, to answer your question.  Using a 3 element beam and 100 watts
at 30 ft a minimum of 150 miles SSB and 250 miles cw could be worked when the band was thought to be "flat".  This is my experience over a period of 17 years on the band.
