IF my home owner's association had such an outside antenna restriction, I 
would be the first in my neighborhood to install as large of an antenna as 
possible during this sunspot minimum.

I wouldn't hook anything other than a TV to it for a year or more.

I would use a rotor and change receive directions on a random basis.

I also wouldn't have a ham tag on my car or do anything to make the neighbors 
think that I might be a ham radio operator.

I would use a modern ( low imd )rig and a very effective six meter bandpass 
tuner.

And if you aren't near a channel 2 or 3, or a harmonically related channel, 
you might find that you could co-exist with the neighbors just fine.

And after all, in the long run, that's what you are trying to do.

The antenna restictions prevent you from even trying.
