If he's blocking all channels why is that going to make a difference?
Analog of digital, if you block it, it's gone.  Besides in the case of 
channel 2 there are only a few left in the country.  There will still be 
a few after the change.  *Eventually* the low VHF will be migrating to 
high VHF due to propagation but that may be years off.
