I thought so, last time I bought stamps while in Canada, but the law,
as written, requires VAT to be assessed and paid on stamps as well as 
(most nearly) all other purchases.

Anyone feel like trying to get into EM15 Thursday nights? I'll be 
running my net on 50.200 USB at 8 PM CST Thursday (0200 Friday 
Zulu), and would love to have some DX participation. I'm in EM15gf, 
give or take a bit.
