I don't know, but I had to ask :-)  I don't ever recall hearing anyone 
doing it on HF (outside of cross mode contacts on 40m, but that's mainly 
due to the Region 1 / Region 2 band differences), though I've heard a 
few do it on six and I've had really good results doing it.  I figured 
some people might get miffed over a CW answer to their phone CQ.  A 
couple years ago, before I got on six "for real", I had built a 6m CW 
QRP transverter (K8IQY's 2n2222 project) for giggles.  I turned it on 
during a VHF contest one weekend with my K1 and heard someone calling CQ 
contest on phone, so I answered in CW.  The operator on the other end 
paused and answered back that he heard me but he didn't know CW too 
well.  I QRSed way down, but he still couldn't copy, so he got up and 
got another op who completed the contact (apparently it was a 
multi-multi station).  Both me and the CW savvy op on the other end 
thought it amusing :-)  It was cool making a contact on 6m with a pile 
of junkbox parts...

The consensus is it's acceptable to switch to CW, so I'll keep doing 
it.  It works for me and will probably net me some more grids and states.
