I am working towards my WAS and others, using LotW, and I am not a member
of the ARRL. You are required to pay for points towards each confirmed
contact, which isn't as musch as sending QSL cards aroudn the globe. I
would expect to have to pay for something using the LotW system. There is
a
lot of work that has gone into it.
