It all depends. As I mentioned in another post, if the band is open, 5 to 10 
watts into a wire laying on the work bench is good for DX (Honduras to 
Michigan).  Weak band openings, Aurora, or just trying to reach out when the 
band isn't open is certainly aided by power.  Normally I'd expect PSK31(with 
which I'm not well aquainted) to do well on low power. 25 watts is only one 
S-unit down from a 100 so I'd expect it and 100 watts to be suficient under 
most circumstances with the exception of the serious DXer or contester.

If you hear weak stations and give them a call using power, they are most 
likely to hear you. OTOH if you call CQ using power you are likely to be 
heard and called by stations not running power.
