I like my IC-551D and just tested it as follows:

VFO switch to "A", dialed up 50.230
VFO switch to "B", dialed up 50.243
VFO switch to RB-TA
Display reads 50.243, now the receive freq
Key up (PTT) and display shifts to 50.230
Unkey, display drops back to 50.243

This is all exactly as I would expect, does yours do something different? 
Do you have the VOX, Lock, and Receive switches all up (off)?
