Hi Jerry,

As I mentioned before I'd be willing to take on the website.  I can  
host and maintain it (for free) on one of my servers and I also  
offered to put the site in my content management system to make  
administration easier.

I know you mentioned that this was plan B.  If you go with plan A (a  
board of directors, 501 C3, etc) then I can't make the same offer.   
My business is based around providing services for non profits.   
Eight years of experience tell me that without full control of the  
site without a board's 'governance' is the only way I'll be able to  
provide the service for free.
