We have the similar situation here as well.  It actually has flip-flopped a
little as to what are the true requirements now.  Originally it was supposed
to be Command Staff/Officers and Chief required to take IS-700 and IS-800,
but from our local emergency manager it sounds like there will be more
required for first responders, both on the federal and state levels.

As far as hams are concerned, there are so many different opinions of what
is required now.  It used to be that you needed to complete IS-2, which is
no longer available, but requirements I am sure have changed for RACES
certification from our state (Michigan.)  ARES does not require such
training.  

I have personally completed over 40 of the "IS" series of courses, including
700 and 800... I have gained a lot of knowledge from these classes, and
here's the best part, THEY ARE FREE!!!!   Since ALL hams must be frugal to
the point of annoyance, this is a good deal for hams!  

There are a wealth of courses that I personally believe should be a part of
a well-rounded ARES-RACES member.  Email direct if you have any questions

I don't know about your situation in particular, but as far as the local FD 
here, we are now required to have IS-100, -200, and -700.  This is in order 
for our department to be eligible for federal grant money.  In any event, 
all three courses are fairly simple and don't take a lot of time to 
complete.  Any amateur radio ops that intend to be part of the soloution 
when it comes time to mitigate a disaster should be familiar with NIMS and
