National Incident Management System (NIMS) and the Incident Command System
(ICS) are best described by visiting the following sites:

Quoted from http://www.fema.gov/nims/
While most emergency situations are handled locally, when there's a major
incident help may be needed from other jurisdictions, the state and the
federal government. NIMS was developed so responders from different
jurisdictions and disciplines can work together better to respond to natural
disasters and emergencies, including acts of terrorism. NIMS benefits
include a unified approach to incident management; standard command and
management structures; and emphasis on preparedness, mutual aid and resource
management.

Quoted from www.nimsonline.com:
Who has to take the NIMS and ICS training?

All federal, state, local, tribal, private sector and non-governmental
personnel with a direct role in emergency management and response must be
NIMS and ICS trained. This includes all emergency services related
disciplines such as EMS, hospitals, public health, fire service, law
enforcement, public works/utilities, skilled support personnel, and other
emergency management response, support and volunteer personnel.

ICS-700 Introduction to National Incident Management System (NIMS)

ICS-100 Introduction to Incident Command System

ICS-200 ICS for Single Resources and Initial Action Incidents

All of these courses can be accessed and completed using the online FEMA
Independent Study Program. The courses can be found on the following site:
http://training.fema.gov/emiweb/IS/crslist.asp All of the online courses are
prefixed with IS (Independent Study) verses the classroom version which
begin with ICS. Click on the course to view lesson summaries, printable
versions of the course, the course guide and even the test. The test
questions and answers will be covered in the courses offered. All that will
be required is for you to enter the answers to the test online. You will
receive your results within 24 hours and a certificate for each course will
be mailed to you within 6 to 8 weeks. Emergency Management will need to have
a copy of the certificates for their records.

Hope this helps
