A side mount (left rear quarterpanel about 3 feet from the ground.)

Yes, it is.

No, I can't. This is a van. The other side has a sliding door that would
be blocked by the second antenna.
I have a 4-magnet mount on the roof that I use for 2 meters right now. I
can change it to be used for 20, 40, 6, 10 or 11 meters with the elements I
have right now any time I desire, however, the roof is about 6 feet off the
ground. Add 8 foot of antenna and it gets difficult to mobile around inside
cities. It works pretty well on the interstate, though. Not to mention
that I get great results there.
It was a good thought, though. I am planning on replacing an NMO mount with
a CB whip mount that has an SO-239 and support brace to use for my 2 meter
whip. Then I will remove the magnet mount or use it for an HF antenna (or
return it to the owner I borrowed it from.)
73 for now
