Bob,

     Don't know if you have considered just stacking a pair of dipoles 90 degrees opposed with a stacking harness. They won't need to rotate and you're on the air. They aren't that directional and they will talk quite well. The arrl vhf antenna handbook will have great data that I can't quote right now.(on the road)
