The GE amp was biased for class "C" with a pair 4-125s and 4-65s would work  
with proper voltages, The amp I am thinking of had a 2E26 driving a 4-65 with 
a  pair of 807s modulating the 4-65. Not the best plan but made a fair AM 
signal.  Some used a 4-125 in place of the 4-65.
 
You might also look into the Quintron paging transmitter using a 4-400, the  
one for 48 MHz will tune 6 meters and the powersupply and was designed for  
650W full duty. You just need to bias the Final for SSB.I have seen then  sell 
for a little as $150 complete.
