A better suggestion might be to arrange a special fund with an existing
charity or foundation.  They are already set up for knowing all the legal
stuff.  Wonder if the Red Cross, Salvation Army or other similar
organizations might be interested???

A couple of suggestions:

You are sending to a list so please do not add a huge list of addresses, or 
at least use Bcc for them.
A card and a dollar or two to the survivor is a nice idea and find for those

who wish to do so.

Setting up a site for donations may be a nice idea as well, but it is 
skating on thin ice as the FBI is already warning about scams on the 
internet that are asking for donations for him and his family.  Just send 
what ever you wish directly to them and beware of sites and e-mail 
*collecting* donations.
