Sorry to be a pedant, but doesn't the FCC deal only with the USA?

WARC decides globally, and it was they that, in 2003, removed the 
international requirement for morse testing .

I seem to recall that the ARRL did ask for opinions before they proposed 
to the FCC that morse be retained for extra class.

Anyway, all that's in the past now.
