Yes the Ranger does not come with a tone board.  It looks like they charge you 30 to install plus the cost of the tone board itself.
 
I know one person who purchased this radio, without tone, but sold it several months later.  It seems like a good idea at the time but in a couple of months you may change your mind.
 
I went right to a all-in-one type radio aka. 706mkii then upgraded a year later to the  706mkiig.  Besides the 706 having more frequency it also smaller than the ranger.  If you don't need 70 cm consider finding a used 706mkii, with out "g".  Or even a Ft-100d would be good too.  That is what my friend went to after the Ranger.
