I don't think this type of behavior is new or related to the new
requirements for licenses. It happens, some people are just rude.... I
can remember this type of activity in the sixties and seventies. That
doesn't make it any more tolerable for those who try to use good
judgment and operating ethics however individuals are to blame in my
opinion and not the process. 

The one that gets my goat is the guy who works a DX station in a pileup
and afterwards has to ask for the call of the DX station! In other words
he doesn't even know who he talked to? That's not a valid contact.

The no-code licenses I don't think are responsible for such behavior as
described by Jerry. Individuals are responsible for poor operating
skills. This poor dude who was persistently calling for the qsl address
might have been very knowledgeable with excelent code ability and
electronic theory. In other words the problem was "Him" ! 

The problem is not just the air-ways.... the poor ethics carry over to
the email reflectors!  

I think we need to point the finger at the operator i.e. individuals as
the problem and not the recent changes in the lisenisng structure.
