far as planning goes, proper permits etc will go along way.

That may be good advice.  However,  I am not sure how it explains that a
park ranger can tell a licensed ham that not only can he not transmit, he
can not turn on a receiver?  Does that mean they could restrict cellphone
use in the park for the same reason I was given?
