I am not familiar with that radio but looking at the service manual for the  
2950, it looks like that pot adjust the side tone level.
 
Hope that helps? Do a google search "RCI-5054dx service manual" and the  
Ranger site will come up, they have the service manual for the 10 meter radio.  It 
is odd but VR9 is the same on both radios ("CW O/P"
