Rob, your not off your rocker. the TV-1000 will elimate harmonics up in the  
TV band from your transnitter.
 
The TV-300HP will prevent the HF and below 50 Mhz from being passed to your  
TV. The high pass filter connects to the TV and passes everything above 52 mhz 
 and that would include harmonics from your transmitter.
 
Lets say you are causing an interference to CH 11, the High pass filter  
won't help you.
 
I have seen cases where both High Pass on the TV, and Low Pass on the  
transmitter was needed.
