If you were at the summit of Snoqualmie Pass, you were indeed at 3000' 
elevation. However, there is no line of sight to Seattle from that area. You would 
have been completely surrounded by mountain peaks as high 6000' or so and with 
the highest point in Seattle at less than 1000' your signal had no chance of 
getting through from the parking lots on the pass.
