Hi Bart,
The way I understand it is that all Tech and Tech + are to be given full
General privileges on all bands. The refarming structure is for 80, 40, 15,
and 20 & 10 meters. The refarming was started in 1998, but never finished by
the FCC. As I understand it.
There is the proposal on both the ARRL.org and FCC.gov sites for your
edification.

can anyone clear up some confusion for me? according to the arrl proposal
they are going to grandfather all techician operators to general. my
question is this. what priveleges are we going to get? current general
