FM has about a 20db S/N disadvantage compared with CW.  A CW signal, or
better still, a JT44 or WSJT signal, can be copied right at the noise level,
and using digital decoding (if it works!), even below the noise level.  FM
can't.  Although I've never even attempted to hear an FM signal off the moon
(very well equipped stations might be able to), since phase modulation and
frequency modulation are detected in the same way and the lunar reflection
is full of phase variations by nature, I don't even know if it's possible to
discriminate an FM signal reflected by the moon's surface.  Again, never
tried this.  Anyone know?  If it were possible, then if you could make a CW
EME contact with 100 W output to any given antenna system, it would take
several kilowatts output to the same antenna system to achieve similar
