[SignalOne] Fixed the PI-L

OK, I fixed the output PI-L network.  Sort of.  Maybe almost.  The
problem was of my own doing.

In the immortal words of Homer Simpson:  "D'OH!".

The bandswitch is held together by two very long screws.  A stack of
fiber washers and ceramic
insulators and wafers is built up in a very specific way.  I had kept
copious notes, and organized up all the bits in a box meant for
organizing SMD components.  And I had forgotten the last thing - a stack
of two fiber washers and two little brass nuts.  This allowed the last
wafer to short itself out against the chassis.

So I had to take apart the whole freaking thing over again.  Luckily, I
still had all my pictures and copious notes, and it went much faster.  I
am now officially an expert at taking apart and reassembling CX7 final
cabinets.  A skill which I'm sure will serve me well in life :).

I am now seeing 115W out on 40M.  No sparking or arcing.  Less on all
the other bands.  Broadband works.
