[SignalOne] MilSpec 1030

Greetings!

The MilSpec that was lying on my bench since a long time ago is now
repaired successfully, transmitting and receiving O.K. except for
one little thing: sometimes the optical encoder main tuning dial
seems to be confused, not changing the frequency correctly or even
counting in reverse sense, even while slowly rotated.
I would like to receive useful information about idiosyncrasies
and/or frequent troubles of that tuning system if some are
currently known.
