The arcing of the final tube - especially in the case of a new substitute - is not a matter of drive but of self oscillation. To avoid self oscillation the anode R/L combination has to be remodeled, another R/L-combination inserted into the grid/cathode drive, a feedback has to be evaluated and the grid/ground connection modified. All other measures cure the effects but not the cause.

Well, I replaced the IC1 on the driver board now. That makes about
everything. Actually measured to output to the final grid and have in
excess of 50V...still no indication of drive.
SO, I replaced the "new" final tube that I put in after the arcing
problem with the original with another "new" tube I purchased from
someone on line. Turned her on and....KAPOW!! arcing again! Put other
tube back..no arc, no drive, put in new tube, BAM, arc, zap.
Am within one day of putting this thing on Ebay......
