This appears to be an ongoing issue that I here about from time to time.
In so much as appreciating the power of a grass root effort to a
councilman;
as a member of ARRL and affiliated ARRL clubs, I must ask...
What is ARRL official position on this?
Is there any Federal or State law that addresses this issue that can be
cited.
Alternately; as this appears to be an ARRL affiliated issue, is there
any assistance that can be provided by the league?

I have membership in ARES/RACES, ARMY MARS, SKYWARN, ARRL-LIFE MEMBER,
and
other ham organizations.
