[SIERA] New Look to the SIERA web site

If you haven’t been to the SIERA web page recently, I think that you will be
pleasantly surprised.  Don McRoberts has volunteered to help, and I’ve
basically let him take over the operation.   

I am humbled. 

Don has done one heck of a job, and I’d like anyone with the slightest
interest to take a look.

Major new features include SIERA Articles of Incorporation, and Bylaws 

My favorites are the Calendar, and the Live Carson Valley Weather Link,
Don has been shy and is hiding his local weather station.  You just have to
hit Graphs and Gauges under the Radar map (upper left) to see some very
localized weather conditions (between Johnson Lane and Stephanie east of
US-395).  I frequently check in to see how the barometer has dropped and
what has been the highest wind gust for the day.
