Having heard Dave Drew reflecting on the absolutely necessity to understand and appreciate the ICS system and, now, receiving word about the end of reimbursement of course registration fees (for ARRL members) we can understand the reasons for moving forward with the Level I Emcomm Course offered through ARRL.

Level I is the prime - and best, as far as I'm concerned - course in the system.  You pick up communication skills and you delve into NIMS (that's newspeak for ICS) to an understanding degree.
