It does work. I used the following step-by-step instructions from Paypal's website to pay my dues:
https://www.paypal.com/us/digital-wallet/send-receive-money/send-money

1. Log in to your PayPal account (either using a web browser or the paypal app)
2. Choose “Send & Request.”
3. Enter your recipient’s email ([email protected]). Choose “Next.”
4. Enter the amount, choose the currency, and add a note if you’d like. Select “Continue.”
5. Choose whether you’re “Paying for an item or Service” or “Sending to a friend.”
6. Select how you want to pay and choose “Next.”
7. Review the information and select “Send Payment Now.”

You must have a PayPal account. Log into your PayPal account.  You can simply make a dues payment to the above address!  Please include your call when paying.
