Not sure about VK9X. The 2 by 1 callsigns have been recently issued for use only in contests. The prefix is either VK, VL or VJ followed by a state identifier and one letter. Importantly they can only be used in contests.

Looking at the database there is only one "9" contest callsign issued - VK9C.

Still I look at QRZ and there are a few people claiming VK9X. JA0JHQ, N1YC and PE7T for a start but I have no idea how that works.

I know a fella Lee VK3GK who has activated Cocos and Christmas Is back on 2017 where he used VK9CI and VK9XI. Interestingly I have been to both Cocos and Christmas back in my aviation days flight testing the VASIS approach lighting system. Fun days but a very long time ago.
