Eric,

Thanks for your comments regarding Jarvis Is and our Directors effort to 
get separate DXCC credit for it.  The issue of keeping many of the 
entities that have been worked in the past and on the 'Current' list, 
but have not been active in a decade or more, and those that are 
questionable 'counters' such as Scarborough Reef and those that are no 
longer accessible by government prohibition as many Islands have become 
Wild Life reserves.

Not just the US Government, as several others are changing the rules of 
access such as those in the Southern Atlantic waters which are now being 
classified as Wild Life Refuges and access denied.   The list is quite 
long of Entities that have been reclassified as Reserves, or those were 
the Government does not permit amateur Radio e.g. North Korea and 
Turkmenistan, Some are just very dangerous, difficult to reach and 
'Very' expensive. Some of the "New" Technologies being evaluated like 
'RIB' (Radio In a Box) semi remote operations may open some of these 
entities in the future.

In the past couple of years several other DX clubs and DXers have 
petition the DXAC and the ARRL BOD, (Our Director was active in the 
presentation).  The essence of these petitions was to 'de-list' those 
entities that have not been active in the past ten years, some said 20 
years, delete those that actually do not meet the DXAC criteria such as 
BS7 (Scarborough Reef).  None of the suggested changes were accepted.  
The DXAC is the DX Award and rules administration arm of the ARRL, but 
they are also responsible to the BOD and ultimately the Membership, and 
that is US!

DXers and Contesters are probably the most active amateurs, and I 
venture to say they also spend more money then any other group for 
Radios, Antennas, Towers, Rotors, test equipment and a host of 
'accessories' .

I would hope that if all the US DX clubs and Contest Clubs (Entities are 
Multipliers) would petition the League with a congruent message from 
each, outlining a common DX Entity plan, it would be heard.  Add to the 
list petitioners the DX Clubs World Wide and then have individual ARRL 
members echo those petitions. I don't think it can be ignored.

Why is this idea a good thing?  First and fore most it will benefit the 
League - Those DXers missing P5, BS7, 3Y, would be able to apply for the 
#1 Honor Roll Award, and paying for plaques. There will be another whole 
group of DXers now eligible for DX Honor Roll and that plaque (cash 
register Kachings again).   It would also incentivise many DXers to get 
active again because now reaching Honor Roll level is possible.   All 
our Winners!  Who looses? no one, those who now have #1 Honor Roll, or 
now on the Honor Roll are still there.  Have they lost some 'positional' 
status? , well every award has an issue number and date so when 
publishing a list of awardees just list by date received.

Remember there was a time that the first card received by the ARRK DX 
desk was listed 'First' on the QST published list. That changed when 
some DX-peditions manipulated sending QSL cards out and scrambled the 
'prestige' order.

So if the above has some good ideas, how would this effort be mobilized 
to get broad DX Club acceptance and participation?  This is always the 
hard part as it takes real effort.  Dayton is coming up in a week - 
there is a DX dinner - could someone make an extemporaneous 'plea' to 
that group and maybe solicit some 'workers' to initiate a beginning?  
Maybe circulate a petition to just get a Up/ Down idea of interest.  If 
I were going I would try to do that.
