[SFDXA] Repeater Upgrade

The new repeater is a Motorola Quantar, which is several generations 
later than what has been up there since 2003. *

*Specs: * Repeater TPO is 125 watts, the Duplexer out is 85 watts, 
Receiver sensitivity is .20uv.  The repeater now transmits PL.*
*

There will be squelch tails on any non-Motorola radio transmitting to 
the machine. *
*

Thanks to Elliot and all the club Members aiding in the work on antennas 
and repeater at the hospital.
