I notice they are planning to operate on 160 at 1826.5 and listen down for JA and up for others.
This used to be "clever" when JA's could not transmit about 1825. However, that hasn't been the
case for several years now. I am wondering if they still haven't heard the news.
It is similar to the DX windows that never die at 3795 and 14195 that were added to
the US phone subband decades ago.

3Y0J will only have the noise that they bring with them, THEY will be able to hear. However, by not running amps, they will only be able to be heard by those in a quiet environ, with large antennas (directional gain), the big guns and not easily.
IF they opt for other digital modes (PSK, RTTY) at high power, that would be more fair. Why go all that way, the troubles, the challenges, difficulties and expense, to eliminate the digital mode (essentially) for a greater number of ops? Only a few have that kind of quiet to hear by comparison to the general ham population.
It is a poor choice if this is held. Besides, they'll want the amp heat for their operating space. 😉 It should be reconsidered.
