[SFDXA] Special prefixes for Canadian amateurs

 From May 15 to July 14 this year, Canadian amateurs will be authorized 
to use special prefixes instead of their regular callsign prefixes, in 
commemoration of the Queen's Platinum Jubilee (70 years), as follows:
VA -> VG
VE -> VX
VO -> XJ
VY -> XK
For amateurs who exercise this option, the number part of the prefix and 
the suffix will not be affected, only the first two letters of the prefix.

So, for example, if you hear someone signing as VX3KI, that would be me 
(VE3KI) using the special prefix in place of my regular prefix.

These prefixes are optional. They may be used in any amateur activities, 
including contests, during the authorized time period (May 14 - July 15, 
2022) (just in time for CQ WPX CW!).
