[SFDXA] "RFSC dispatches" regarding the new FCC rules

OK all sent...I increased the size of emails to 5mb. It is a bit high 
and will have to watch how it works. I don't want to add risk to the 
members and subscribers.

Kai's message was so important it needed to be read by all.
