I think I sent a note out a couple of years ago about his being released. Probably came from Bernie. He was a character. When I was talking to him he was unique(all crooks are I guess). He was tall well over 6'...he was wearing a black leather trench coat (full length) with long hair. I have to find that video I made.

Maybe he will be a guest at Dayton one day when he's in his 70's or 80's like Don Miller.

Bill...

He did a bit of "hard time."

Last seen he was in a W6 jail.

He may have been released.

A real "operator" in more ways than one!

I should have added that P5 was officially added to the ARRL DXCC list 6 JUL 1995.
Here is the link to the ARRL Bulletin:  http://www.arrl.org/w1aw-bulletins-archive/ARLD036/1995

Romeo's. P5RS7 operation, DEC 1992, was NOT from No. Korea.
The North Korean government was not authorizing amateur radio at that time.
A DX Bulletin from ARRL posted 21 FEB 1996, ARLD011, was from the ARRL Awards Committee
The committee having reviewed submitted documentation of the 1992 - 1993 P5RS7 operation  submitted by Romeo Stepanenko, voted unanimously to disqualify Romeo Stepanenko from  participation in the DXCC program.
The entire bulletin is viewable here.   http://www.arrl.org/w1aw-bulletins-archive/ARLD011/1996
OK1DTG/P5 appeared to have operated from North Korea 12 - 24 April, 1992 making 600 QSOs
on 40m CW, but he was not able to provide documentation.
The FIRST legal operation from North Korea was P5/OH2AM on May 14 1995. 20 QSO were made, during an amateur radio demonstration to North Korean officials.
After review of the P5/OH2AM documentation, North Korea (P5) was added to the DXCC list. Only contacts made 14 May 1995 or after, count for this entity.
