[SFDXA] Z6 Prefix is illegal

Murky, isn't it!
The ITU on 15 March 2017 did issue a country code (+383) to the Republic of Kosovo,
see: https://www.itu.int/oth/T02020000FD/en
but the Z6 radio/aircraft prefix remains unallocated in the ITU table.
For that matter, I couldn't find SV2ASP/A as an allocation for the country
"Mount Athos" either (it is Greece), but it is an ARRL DXCC entity nonetheless.

"Prefixes that are used for radio and television are usually allocated by ITU.
They also form the basis for, but do not exactly match, aircraft registration
identifiers. But in some cases, especially among amateur radio operators other,

countries that are internationally not (yet) recognized. They can be:
unofficial - used by individuals without any issued permit
temporary - issued by local authority
official - recognized internationally by different organisations
Prefixes for those stations are either unallocated or unavailable by ITU

So, bottom line, Z6 is not an "illegal prefix", it is simply not allocated by
the ITU (like SV/A); it is an ARRL DXCC entity, perfectly legal for ARRL awards.
