2 questions: 
1. They mention a band plan not seen in this message. Where can we get that?    
2. I tried putting the 3YØZ callsign in a watch list on JTAlert but it says it is an invalid callsign. Any idea why?
Yes, they are not on the air yet.  The callsign is not in use
