[SFDXA] Need help tweaking Windows "time"

Windows has a "time" utility available from the cmd window, with an argument 
that can be used to set the computer clock.
*< **time* [*/t*] [*/time*] 
[/hours/*:*[/minutes/[*:*/seconds/[*.*/hundredths/]]][{*A*|*P*}]] >
also time /?  for a description.

Does anyone know of a variant of that command that can be used to "nudge" the 
computer clock by some fixed fraction of a second using the command line in a 
batch file? Say, plus or minus 0.2 seconds for each execution of the batch 
command?  That would expedite tweaking the computer clock when internet (or GPS) 
time is NOT available, and when you've determined an error offset by some other 
means such as by WWV.

Are there any Windows experts out there who can help me? My limited research, 
and limited knowledge of Windows turned up nothing beyond that "time" command.
