Gentlemen:

I am sending this to your PR department as I and many of my fellow Amateur Radio operators are appalled at this total disregard of our regulations, and at worst a disregard of the norms of social decency.

How can we correct this?

We need your help.

I will be attending Hamvention, will visit the ARRL booth and this topic will be addressed by me and a number of fellow Amateurs who are concerned by this total lack of enforcement.  Or the apparent ability/desire to help our fraternity enforce reasonable rules of behavior against such an egregious behavior.

Where are our OO's?  Why don't any "concerned and informed" Amateurs advise who these miscreants are?  Someone certainly nearby must at least have an idea where to begin the search! Can the ARRL spearhead a coordinated effort among the Amateur community to help put a stop to this horrid behavior? And if not, why?
I know the FCC is understaffed and under-funded, but what should they do to assist us?

What can the ARRL do to help stop this scourge?

I know one of the hallmarks of the Amateur Radio service has always been to encourage good operating practices and engage in self-policing to ensure that we are all held to the highest standards.   Has our determination to do so lessened?  How can anyone not think so after having listened to this filth?

Why hasn't the ARRL done something proactive?

If you think you have, it is not enough!

Please advise.

I recently sent this out to our local reflector here in the Washington DC metropolitan area. It represents my feelings and those of other Amateurs concerning the
very ugly transmissions being made on 7200 USB. I suspect that you are aware of the situation. It needs up front attention and correction. Unfortunately it seems to
be spreading down onto adjoining frequencies.(e.g. 7180-7185) to a lesser degree. It is not representative of the Amateur Radio Community but on the other hand
if heard by those in positions of federal authority it has a very negative affect on the good things the Service has accomplished.

"The Ugly Side of Amateur Radio

Yes, there is an ugly side to our hobby that we best not sweep under the rug for fear of permitting it to deteriorate the effectiveness of the good side.

One of the most blatant example is on 7.200 upper side-band.  I have been operating for 66 years and thought I heard it all until I came across this frequency
particularly in the evening. Death threats, obscenity, music, one way lengthy transmissions, not identifying, bigotry, personal, racial and religious slander etc.

Just about anything you can think of in a negative vulgar transmission takes place here and it is slowly moving down the band. Many hams go to the frequency for the sole
purpose of creating havoc, and they have been very successful. They seem to care less about the regulations and that may be attributed to weak enforcement. The ARRL Official
Observer (OO) system is no match for these agitators who apparently take pride in the number of citations they receive. And they are aware that the FCC Enforcement
Bureau lacks the personnel to effectively monitor, resulting in the continuous bedlam. While not identifying makes it more difficult to track, there certainly are Amateurs who are
in close proximity to the agitators who could identify them to the authorities. It is not a matter of "squealing" but having respect for ourselves and our radio community.

My concern is that it reflects an extremely bad side of the Amateur Radio community and I do not see any relief. I suspect that somewhere, someplace, those responsible for
enforcing the regulations are collecting data that will identify the culprits and lay down impressive fines and/or loss of license. But I am not very optimistic. And why should I
be. The pandemonium has been going on for a very very long time."
