This was on the CWops list. Some one asked why, and said how inefficient it was. He was answered with:
"Obviously you never served on a destroyer at night, forced to observe radio silence to mask your position from nearby unfriendly forces, but needing to exchange course/speed intentions with other members of the task group, or warn them of skunks seen on your radar.
50 years ago a 12 WPM Aldis Lamp might have been adequate. This new technology provides about 1200 WPM, in line with the need to meet todays more complicated battle space threat scenario.
