The following is an explanation from the DXCC desk explaining that 2015 
submissions will be held until 2014 are completed -

 > Yes, you can relay this information to your DX club. It is accurate 
as of this date. This happens every year due to the running of the 
annual list and honor roll statistics. We cannot start on the new year's 
(2015) applications until all previous year's (2014) are completed in 
the DXCC program. Yes, it includes card, online, and Logbook 
applications. My plan is to have all 2014 applications finished by 
February 1, 2015.
