Hi Doug,
There is a local ham club in Naples called the Amateur Radio Association of Southwest Florida, which I am listing below. Perhaps try contacting someone in the club to see how tall their towers are in the Naples area. If someone in the club has a tower that is 50ft or taller, they might offer suggestions on how to get a permit to install one. . . .
