Simulated Emergency Test (SET)

The ARRL Simulated Emergency Test is a nationwide exercise in emergency
communications, administered by ARRL Emergency Coordinators and Net
Managers. Both ARES and the National Traffic System (NTS) are involved. The
SET weekend gives communicators the opportunity to focus on the emergency
communications capability within their community while interacting with NTS
nets. The 2013 SET is this Saturday morning, the 5th of October.

The purpose of this SET is to find out the strengths and weaknesses of ARES
and NTS, the Radio Amateur Civil Emergency Service (RACES) and other groups
in providing emergency communications.

The SET will be on an emergency situation in Broward County and will be
announced Saturday,  The net will be held on the BARC repeater 146.91, PL
110.9 and a -600kc offset.  October 5th starting at 9:00 AM and will last to
approximately 12:30 PM.  Amateur Radio Operators should check-into the net
and the net control station (NCS) will hypothetically dispatch that HRO to
Broward County agencies, hospitals, emergency shelters and other areas
determined by the NCS.  Test messages may be sent simulating requests for
supplies, informing of power outages, trees down, flooding and other
simulated emergency messages,  All participating amateurs should use
tactical communications. 

All message will sent as follows: 
1) when checking into the net, use your amateur callsign.
2) After getting your assignment you will then use the assignment name as
your tactical callsign to identify where you are at. 
3) While sending any simulated traffic during this net, you will start all
traffic with "THIS IS A DRILL" so that we at net control will not take that
traffic as a real emergency.
4) After sending your information to the NCS, you will finish your
transmission with your tactical call first then you identify the end with
your amateur call to meet with the FCC Rules and Regulations.

After the SET, all ARES/RACES and SEFTN members should send a critique to
our ARES Emergency Coordinator containing the good points and any weaknesses
the drill may have had.  Please forward you emails to Carol Sjursen,

All participants are also urged to attend the Broward County ARES/RACES
meeting which is held on the 3rdTuesday of every month at Broward Health,
1600 N. Andrews Ave in the Oak Room.

"SEFTN is also participating in the Southeast Florida Simulated Emergency
Test.  This special session of the net will be held on the Motorola repeater
at 146.79, PL 88.5 and -600kc offset. The time will be from 11:00 am to
12:00 noon local time for the purpose of handling formal written traffic for
any of the agencies involved in the SET.  Even if you are not participating
in the SET please stop by to check in and maybe handle some traffic."
